Been meaning to get back to a couple of weeks ago.  I installed the converter and it worked like a 
champ.  Your directions were spot on.  Thanks for taking the time & initiative to solving this problem!
 
One question…I adjusted the neon brightness to match the conventional brake light brightness…is that 
the general idea?  Seemed to look that way in your information.
